FormatTime function
The FormatTime function will create an integer from the input hours, minutes, seconds and miliseconds.Syntax

__in int minutes,
__in int seconds,
__in int milliseconds
);
Parameters
hour [in] This value represents the hour of the day. This value can be a number between 0 and 23.
minutes [in] This value represents an ammount of minutes. This value can be a number between 0 and 60.
seconds [in] This value represents an ammount of seconds. This value can be a number between 0 and 60.
milliseconds [in] This value represents an ammount of miliseconds. This value can be a number between 0 and 1000.
Return value
The function returns an integer. The first 5 bits will be used for the hours, the next 6 bits are used for the minutes, the next 6 bits are used for the seconds and the next 10 bits for the miliseconds (the last 5 bits will stay unused).
